His mother is kidnapped. Used as a test subject by Dr. Hans Axelrod — the lone survivor of Nazi genetic experiments, working inside a major pharmaceutical corporation with one goal: create Homo-Mutanis, a new species to replace humanity under a new regime.
The experiment gives Melvin superhuman strength, speed, and bio-blasts that deplete his energy with every use. He escapes. Axelrod — now calling himself Nega-Brain — holds Melvin's mother to force his surrender.
With an experimental military battlesuit from childhood friend Charles Jones, Melvin becomes Bountyhunter. The ultimate justice. By any means necessary.

Dr. Hans Axelrod believed he could redesign the human race. The experiment changed him too. Now operating as Nega-Brain, he commands vast telekinetic powers and controls forces that reach beyond one man, one city, one generation.
